Den Sooluk National Health Reform Program of the Kyrgyz Republic
The National Healthcare Reform Program of the Kyrgyz Republic "Den Sooluk" was developed for 2012-2016 (approved by the Decree of the Government of the Kyrgyz Republic No. 309 of 24.05.12) and is a logical continuation of the previous National Reform Programs - "Manas" (1996-2005) and "Manas Taalimi » (2006-2011).
Development of the "Den Sooluk" program was conducted under the leadership of the Ministry of Health of the Kyrgyz Republic with the support of WHO and other Development Partners actively involved in SWAp. To discuss this program at all stages of the development, health specialists of national and regional levels, representatives of the Government of the KR, international donor organizations and civil society were widely involved.
The mission of "Den Sooluk" is to create the necessary conditions for protecting and strengthening the health of the population of the republic and every individual, regardless of social status and gender differences. Based on the structure of morbidity and mortality of the population, as well as the commitments undertaken by the Kyrgyz Republic to achieve the Millennium Development Goals, four priority areas of activity were selected under the "Den Sooluk": cardiovascular diseases, maternal and child health, tuberculosis and HIV- infection.
"Den Sooluk" is based on strengths and achievements of previous National programs on health care reform and has its own distinctive features:
The structure of "Den Sooluk" takes into account the established priorities with a clear indication of the expected results for each direction;
All program activities are determined by the agreed expected results in improving the health indicators of the population;
Improving the quality of key health services provided at both individual and population levels is the basis of this Program;
Strengthening the health care system will be strictly focused on eliminating barriers that prevent the provision of key services in the four selected priority areas.
The MoH of the Kyrgyz Republic applied to the Development Partners with a proposal to extend the implementation of the "Den Sooluk" Program until the end of 2018, to which the positive response was received. At the joint annual review, held in November 2015, it was decided to conduct a mid-term review (MTR) of the implementation of the "Den sooluk" Program.
The MTR was held by the technical working groups on the priority areas and components of the "Den sooluk" Program for the period 2012-2015, in addition, the MTR of the "Den Sooluk" Program and the SWAp-2 project was conducted by a team of independent international experts.
In June 2016, the World Bank team conducted a mid-term review of “Den Sooluk”, which provided an opportunity to carry out a comprehensive review of the implementation of “Den Sooluk” and make interim adjustments, including health targets, and prioritize activities for the period up to 2018 inclusive.
By the Decree of the Government of the Kyrgyz Republic No. 267 as of May 11, 2017, the "Den Sooluk" program was extended until the end of 2018.
